It is commonly somewhere between a few hundred kilobytes and a few megabytes, and this site cannot see the portal's figure. Compress PDF is the tool that shrinks the file. Use it on the finished document, then compare the download with the limit you were given.

The compressor has three levels, and none of them aims at a specific kilobyte target. Low cleans up the PDF structure and leaves embedded images as they are, so a text export may barely shrink. Medium and High re-encode those embedded images as JPEG. That is what reduces a phone scan, and the photos get softer as you move from Medium to High. Download the file and read its size on your computer. The size that matters is the file you will upload, not a guess.

Open every page before you submit. Check that ID photos, stamps, and any boxes you filled in are still readable. Compression does not retype the page, and it does not promise that a digital signature or a form field will behave the same way on the portal. If you need to change the sentences, use PDF to Word on a PDF that already has selectable text, edit there, export again, and only then compress. There is no account and no watermark on the download. The file is uploaded over HTTPS for the request and discarded afterward.
